60th Senior Police Officers' Conference – 2018

Bhubaneswar : In the second day of the 60th Senior Police officers' Conference, 2018, three working groups presented their papers and there was a thread-bare discussion on the subjects. Dr. R.P.Sharma, IPS, DGP was present althrough the day and gave a brief introductory address in the beginning and moderated the deliberation of the conference. He called upon the Senior Officers to be attentive and have a fruitfull discussion during the day-long session. Sri Satyajit Mohanty, ADGP cum Conference Secretary gave a welcome address in the beginning and spoke on the detailed programme of the day. 

Sri S.K.Upadhaya was the mentor of the working group “Crime Control measures and improving rate of conviction. The other members of the group were Sri Asit Kumar Panigrahi, IGP, Sri A.N.Sinha, DIGP, Sri K.V.Singh, S.P Malkangiri and Sri Madhab Chandra Sahoo, S.P Cuttack. There was detailed discussion on the issues like crime-control measures, enhancement of conviction rate in the State, quality investigation, prosecution and trial, Red-Flag cases, use of technology in investigation and engagement of Legal Advisers in the Districts etc.

Sri Sunil Roy, Director Intelligence was the mentor of the Working Group “Critical Incident Management:Case studies”. Sri Mahendra Pratap, ADGP, Sri R.P.Koche, IGP, Sri R.K.Sharma, IGP, Sri G.Upadhayay, DIGP, Sri Akhileswar Singh, DCP Cuttack, Sri Brijesh Kumar Rai, S.P Angul and Sri K.Siva Subramani, S.P Bolangir were other member of the group.

Critical Incident is where the effectiveness of Police response is likely to have a significant impact on the confidence of the victim, their family and community. Critical incident management has been identified as a priority and as such Police has statutory obligation to ensure that critical incidents are identified and managed effectively. The working group presented two case studies, one on communal riot and the other on extremist violence.

Sri Sanjeeb Panda, IGP, SAP was the mentor of the working group “Deployment & Co-ordination issues in Special Armed Police”. The other members of the group were Sri Awinash Kumar, Commandant, Sri S.N.Jamadar, Commandant, Sri Balakrishna Nanda, OAPS and Sri Sanjaya Kumar Rout, DC. There are 22 Battalions under SAP including 8 OSAP Bns, 9 IR Battalions and 5 S.S Battalions. From a mere law and order force, it has transformed in to a multi dimensional force with varied responsibilities. The Special Armed Police has 17 units of ODRAF and 3 Companies of Swift Action Force. Several burning issues of SAP like capacity building of ODRAF, Swift Action Force, deployment of OISF, co-ordination between SsP and Commandants, standardisation of OSAP, IR and SS Battalions were the key points of discussion.

Besides the presentations by working groups. Dr. Sudhansu Sarangi, Director SCRB made a presentation on CCTNS Projects, Dr. Debasis Panigrahi, Director Vigilance made presentation on issues relating to Vigilance and Sri Lalit Das, CMD Odisha Police Housing and Welfare Corporation also made presentation on his establishment.
